Chair's Greeting
Greetings to the members of the Engineering
Technology division. As we begin a new year it is appropriate to reflect
on the successes of the past year and to make note of the opportunities for
new growth and for continuously improving our instructional and administrative
processes.
Individual members who completed their service to our division include William Welsh, Vice Chair of Programs did a great job in planning and guiding the ETD program at the June ASEE meeting. Ashok Agrawal, Newsletter Editor provided us with two editions of our newsletter and created a new format for the publication. Walter Buchanan completed his second year as Secretary and was always prompt with the presentation of our minutes. Ronald Pare', Member-at-Large did a great job as coordinator of our division's representatives to the 12 regional sections. John McDonough completed two years as the ETC Chair, representing us on the ASEE Board of Directors and leading the national efforts of our engineering technology institutions
Individuals who are beginning a new two year term of office are Ashok Agrawal as Vice Chair of Programs, Walter Buchanan as Asst. Vice Chair of Programs, Jane Downey as Vice Chair of Newsletter, Ronald Pare' as Secretary, Wieslaw Grebski as Member-at-Large in charge of section activities, and Albert McHenry as ETC Chair. A listing of the entire ETD Executive Committee and ETD Standing Appointments for Committee Work are provided elsewhere in this newsletter.
The real successes of the ETD division are the result of the individual efforts of each of you. As one of the most active divisions in ASEE, we work together to provide you, our members, with numerous opportunities and resources. In preparing the ETD's annual report to ASEE headquarters this past spring, I was amazed at the breadth of our active participation and influence on the engineering technology and engineering community. Some of the division activities and projects include: ·
Each of these activities is designed to provide opportunities for the division membership to share ideas, promote scholarly activities and serve the needs of the membership and the engineering technology community. Our success with these activities has a direct correlation to your participation and use of one or more of them.
ETD is involved in two excellent conferences during the next six months; the Engineering Technology Leadership Institute hosted by Central Florida University (Richard Denning, Program Chair) in Orlando on October 27 - 29, 1996, and the 97 Conference for Industry and Education collaboration (CIEC) (Wayne Hager, ETD Program Chair) being held in Tampa, Florida on January 28 - 31, 1997. Please note the announcements elsewhere in this newsletter and plan to attend. High quality sessions are planned at these two conferences by ETD members for ETD members. The success of these conferences is dependent upon your support and participation.
I look forward to working with and for you this year. If you have ideas on activities our division should be involved with or you would like to recommend someone to help by serving in a leadership role; please contact me or one of the other officers. We are here to serve you.

There is a selection for ETD Conferences. Get your own conference going or jump into an existing conference--its easy. Go into the Database section and register (if you want) so that other people may find you. You will only be included on the ETD database (no other) if you register.
Some of the menu selections have little or nothing in them. I am waiting for your contributions to these selections and any suggestions for other selections.
Note that I have a place for uploading and downloading files. I know that the uploading works with Netscape but I am not sure about the other browsers. So far I have very little to download but if you have any files (text or public programs) that you want made available to ETD members you may either upload them or include them in an email to me.
I am trying to keep this website on line 24 hours a day, 7 days a week. There may be times when I have to shut it down for a few minutes at a time. Come back at a later time.

2. The minutes of the ETD Executive Committee meeting of January 26, 1996 [ETD Business meeting of January 27, 1996] in San Jose, California, were approved as presented by Walter Buchanan, Secretary
3. The Treasurer's report was presented by Jack Waintraub and accepted as presented. The ETD Operating Account now has a balance of $127.67 and the ETD BASS Account now has a balance of $5,396.07. A discussion followed on various disbursements.
4. Committee Reports
(b) 1997 Annual Conference
- Ashok Agrawal
Ashok called for volunteers to moderate sessions or present
papers. He will pass out a "Call for Papers" flyer for
ASEE-97. Walt Buchanan will handle the peer review. The conference
will be at Milwaukee, WI, on June 15-18, 1997.
(c) ETD Newsletter - Ashok
Agrawal
The Spring 1996 issue has been published. Extra copies were
distributed. The Fall 1996 issue will be published and mailed
by the new editor, Jane Downey. Articles are encouraged.
(d) 1997 CIEC ETD Program Report -
Wayne Hager
The 1997 CIEC will be held on January 28-31, 1997 in Tampa,
Florida. The theme is "Pathways to the Future." There
will be 8 sessions and 2 workshops. For the 1996 CIEC, Best Paper
went to Bob Mott and David Harrison, Best Moderator went to Tom
Sigafoos, and Best Session went to Walt Buchanan. A motion was
accepted to stock a hospitality suite up to $600 for one night
and coordinate this with other divisions.
(e) CIEC Site Selection

Future locations are as follows:
1998 -Savannah, GA, on February 4-6th.
1999 -Palms Springs, CA, January 25-29th.
(f) Membership - Gary

ETD membership is up to 874 as of April 1996. Jack Beasley
suggested that the membership list be put on the Web.
(g) Goals and Activities
- Frank Gourley
"Long Range Planning Committee" Frank announced
that there will be [had been] a meeting of the committee
on Monday at 8:30 a.m. The committee will look into recommending
[recommended] that the division initiate a survey of two-year
programs similar to the survey of four-year programs that is currently
conducted every four years. The committee will also discuss [discussed]
the need for a Promotion Committee and [discussed] activating
the role of Special Interest Group Coordinator, which has been
inactive for several years.
(h) Mini-Grants - Jack
Henry
A memo was presented from Wally Banzhaf on his Mini-grant
for "Computer Software Users Guide for Electronic Engineering
Technology." A new proposal by Sohail Anwar was submitted
entitled, "Electrical-Mechanical Engineering Technology:
Job Competencies, Education, & Training." A motion was
accepted to recommend this proposal and award support up to $500.00.
(i) ETD Archives - Richard
Moore
Ann Montgomery Smith has resigned as ETD Archivist. Hamid
Khan, Ball State University, was been appointed the new Archivist.
Wentworth will continue to maintain the archives
(j) Section Activities

Six of the twelve ETD section reps have submitted their annual
reports. Each ETD section rep should be promoting ETD sessions
and encourage news of this to be submitted to the ETD Newsletter.
(k) Nominations Committee
- Gary Crossman
868 ballots were mailed in the fall of 1995. 341 completed
ballots were received. The candidates for election and the election
results for 1996-97 are:

All candidates were thanked for allowing themselves to be nominated. Most of the elections were very close with the largest winning margin being 57% to 43%. Gary asked for volunteers for the upcoming fall election.
(l) Ad hoc Committee -
Evaluate Division, Budget & Dues - Carole Goodson /
Ron Pare'.
Ron spoke on the JET Funding Report by the Ad Hoc Committee.
He recommended that dues not be increased to support the Journal..
A suggestion was made for institutions to pay $25 to be listed
as supporters of the Journal. A motion was accepted that ETD's
support of JET be reduced from 50% to 40%.
(m) ETD Website Committee Activities
- Jack Beasley
Jack reported on the progress of developing an engineering
technology home page on the World Wide Web Frank Gourley will
work with Jack on this project.
5. ETC Report - John
McDonough
It was announced that ETD and ETC are giving a sculpture to
Fred Berger for has many years of service with Tau Alpha Phi.
John announced that Tracy Lawless is our ASEE staff contact. Larry
Wolf is the Chair Elect of ETC.
6. Journal of Engineering Technology Report
- Richard Moore
Richard Moore, Editor, reported that the fall issue is on
schedule. Many people have volunteered to be reviewers recently.
Five papers have been approved for the fall issue. The budget
is holding steady. For the past one year cycle, there have been
53 manuscript reviews and 11 manuscripts have been published.
Production cost is holding steady which includes a financial statement
showing a net balance of $23,714.71.) The JET report was accepted
as submitted.
7. ETLI Report - Perry
McNeill
Perry reported on the ETLI. In 1995 the ETLI was held at Weber
State on October 7-10th. Forty-six people attended and the feedback
on the conference was very positive. The main theme for the 1996
ETLI will be: Issues Affecting Engineering Technology. This ETLI
will be sponsored by the University of Central Florida in Orlando
on October 27-29, 1996.
8. Other Business
(b) "Directory of ET Institutions and Programs"
- Frank Gourley
Frank has produced this directory and will provide one copy
to all ETD members free. Others can buy it for $11.50 a copy.
The sale of the Directory has netted about $500 so far and cost
about $500 for marketing and distribution. Frank has distributed
about 200 copies. Mailing labels for the 415 institutions included
in the directory are also available from Frank for $15 for ETD
members.
(c) Richard Moore submitted an annual report for ETD.

Registration: The 21st Annual Engineering Technology Leadership Institute (ETLI) will be held in Orlando, Florida October 27-29, 1996. The cost of the ETLI registration will be $135 if paid before Oct 01, and $155 afterwards. Guest registration cost will be $55, and all checks should be made to Richard G. Denning-ETLI 96. The program with the registration form is now being drafted by the staff at ASEE and will be mailed around the first of September. Registration fees also cover a reception on Sunday evening and a pre-banquet social hour on Monday evening. Culturally-enriching entertainment is planned to follow the banquet.
Program: The University of Central Florida's Engineering Technology Department will serve as host for the conference. Session topics include Distance Learning, Teaching Portfolios, Tenure and Post-Tenure Review, and Benchmarking in Engineering Technology. A tour of Lockheed/Martin Marietta's Orlando facility is planned as is an Issues Forum?where everyone can address some of the more pressing issues in lively discussions. The ETC will hold its meeting Sunday evening at 7:30 p.m. Contact Al McHenry at (602) 727-1874 or IACAXM@ASUVM.INRE.ASU.EDU for further details.
Hotel: The conference will be held at The Ramada Resort Hotel on International Drive. The Ramada special room rate for the ETLI is $60 per night and for those who want to arrive early and leave late, this rate will be available for 3 days before and 3 days after the meeting. Accommodations can be made by contacting the hotel at 1-800-327-1363.
The 1997 CIEC is scheduled for Tampa, Florida from January 27-31, 1997. The theme of the conference is Pathways to the Future: Emerging Challenges and Opportunities. The ETD program includes eight technical sessions on topics of current interest - distance delivery of ET, team building, international initiatives, industrial advisory committees, program assessment, minority recruiting, customized training and systemic change. Preceding the conference will be workshops on Legal Issues in Classroom, Continuing, Co-op and Distance Education and Image Processing in Education and Industry.
One of the two plenary sessions will be delivered by Dr. Gustav Olling, Executive in CAE/CAD/CAM with Chrysler Corporation. His topic will be Preparing World Class Professionals in Manufacturing.
The CIEC is one of the major annual events of ASEE and the one that places special emphasis on interaction between industry and education. The sponsoring divisions of ASEE are Cooperative Education (CED), College Industry Partnerships (CIP), Continuing Professional Development (CPD), and Engineering Technology (ETD).

The ETD sponsored mini-grant program provides members of ETD an opportunity to receive funding for projects which will benefit thedivision or a segment of the Engineering Technology Community.
Current guidelines require proposals to be submitted by May 1 and December 10 of each year. The maximum award is $500. Proposals should include an abstract, project purpose and objectives, expected results and benefits, a time schedule, and budget. Proposals are typically four pages maximum, one of which is budget.

Penn State continues to develop its international partnership with the Université d'Artois Institut Universataire Technologie (IUT) in Bethune France. During the month of May, R Devon and Sohail Anwar (Penn State Altoona), both faculty in the School of Engineering Technology and Commonwealth Engineering (SETCE) served as invited professors and taught courses at the IUT. R Land (Penn State New Kensington) spent a week as a welcomed professor and Mary Ann Lyman-Hager served as an invited professor in language acquisition and distance education.
Wayne Hager, co-chaired a two day conference on Green Design, "L'Ingenierie Verte". The conference was designed to acquaint representatives of French industries in the area with the general topic and to compare US and French approaches. Richard devon (SETCE) gave the keynote address and three other presentations. Faculty from University Park (A Kulkarnie, R Voigt, & D Cannon) and Penn State Harrisburg (C Cole, A Lau, G Bal, & S Wolpert) made presentations and responded to questions in videoconferencing sessions.
Two Penn State students worked for two and one half months in French industries in the Bethune and Lille area as part of an IUT industrial placement program. Future plans call for placement of four Penn State students in French industries and the placement of an equal number of IUT students in industrial assignments in central Pennsylvania.
In addition to working with Penn State, the IUT has
similar exchange arrangements with the University of North Carolina
at Charlotte.
The Board of Regents of the University System of Georgia has officially changed the name of Southern College of Technology in Marietta, Georgia to "Southern Polytechnic State University". The change is effective immediately and was made to better reflect what "Southern Tech" (now "Southern Polytechnic") has become. With the full range of ABET accredited programs in the engineering technologies (including masters programs), an NAAB accredited School of Architecture, bachelor's and master's programs in the Arts & Sciences, and a School of Management offering both B.S. and M.S. programs, Southern Polytechnic fits the national profile of a "polytechnic university".
The term "polytechnic" in the context in which we are defining it for our region is reflected in the following statement:

This designation by the State of Georgia allows the
institution to continue moving forward and upward while recognizing
the many ways it has served the scientific and technological needs
of the State and nation over nearly fifty years.
Portland Community College hosted the Second Annual Advanced Technological Education Conference in Semiconductor Manufacturing in August. This conference, with its focus on educational programs addressing the technician needs of the semiconductor industry, drew over 130 participants. Invited speakers included J.D. Hoye from the National School-to-Work Office and Peter Van Zant, author of Microchip Fabrication. Fourteen sessions covered topics from courses in semiconductor manufacturing technology and vacuum systems to high school school-to-work programs with a semiconductor manufacturing focus.
"The conference was a tremendous success," noted David Hata, Conference Chair. "When we first envisioned a conference of this type, we didn't foresee the rapid growth of high school and associate degree programs addressing technician-level education for the semiconductor industry."
The conference was funded through a grant from the National Science Foundation. Now that PCC's grant is ending, Hata is searching for another institution to take over as host for the 1997 conference. "I am confident that we can find a sponsoring institution for 1997," commented Hata. "It would be a shame to let the conference die considering the tremendous interest shown these past two years."

Interest Council(PIC) 2 Chair of ASEE. As you know, that is the
PIC under which ETD is organized. Please support ET and Gary by
voting for him. Ballots will be included in the December 96 issue
of ASEE Prism.

"There was concern voiced by some ETD members that the new TYC Division might take members away from ETD," noted Division Chair, David Hata. "We want to put those fears to rest. Many of the people who worked to establish the TYC Division are also members of ETD and we intend to continue our active participation in ETD."
Hata noted, "The TYC Constituent Committee has worked closely with several Divisions, including ETD, in planning the program for the ASEE Annual Conference. We want this spirit of cooperation to continue."
